EU negotiators agree to Swiss Croatia proposal

European Union (EU) negotiators agreed on Tuesday to accept a Swiss proposal to apply the free movement of people to citizens of Croatia without signing additional protocols initially required by the EU. The agreement must now pass two more hurdles.
The second hurdle will come on Wednesday, when a committee of UN ambassadors will consider the agreement. If they also give their approval, the agreement will be put to a vote of the ministers of the 28 EU member states.
If all three hurdles are overcome, this could allow restrictions to be lifted on Swiss participation in Erasmus+, a student exchange programme, and Horizon 2020, which provides funding for European research.
Signing of the Croatian accord was put on hold on February 9 after Swiss voters approved an initiative calling for restrictions on immigration and the free movement of people from the EU.
