Parliamentary initiative

This permits a member of the House of Representatives or the Senate to present parliament with a plan for a constitutional article, law or decree. The plan may be detailed or formulated in general terms. The commission of the chamber where the initiative was lodged decides if there should be any follow-up. For example, an initiative which deals with an issue that is pending in parliament would not be valid.
If the commission feels the initiative is admissible, the plan follows the classic legislative procedure. This includes passage through the commission of the other chamber, consultation procedure and submission to the two full chambers of parliament.
